They are relative to the body. They're actually about 15% smaller than a normal human skull should be compared to the body. Looks fine in the standing shots but when they lean over or have head shots is when it becomes annoying. And the teenagers are not nearly as bad offenders as the more mature women. But again, that's just the character designer. Don't know why I even bothered typing this out. You wouldn't have posted that old thing if you weren't a huge fan of the guy. And it's not like it's bad, just not top of the heap. They muck with the proportions to make the women have the feel of tall amazons and some of those choices cause these problems.
