well they have a lot more reasons to not upgrade then to upgrade.

japanese people don't sub for the site at all, they very rarely update it, in fact nocchi has updated it 1-2 times this entire year. the reason to keep things low quality is due to server space is my first assumstion, they would have to pay to upgrade the site if they wanted to host HD content. another reason is the micro images they post in the images section gives people an insentive to go and buy the live books that cost like 40 dollars to see them in decent quality.

what I say is just be happy you can download this shit, the new korean tech makes stealing from the "fuck you no right clicking" sites pretty hard these days and you have to install pretty clunky to get past them and thats only if you're lucky.

summary

PTA isn't for the site it's for the care packages that WPTA don't get, the raffel to exclusive events that that you can't buy tickets to otherwise IE fake it MV and PTA exclusive merch (the one thing WPTA members gain from being PTA)

they also would have to pay to upgrade the site and considering they won't even pay to translate blog posts what makes you think they'll do that

seeing as people are willing to pay for a PTA membership even though it sucks, they see no need to upgade their site to be compatable with larger images and seeing as you're already paying and don't care they may as well with hold from offering you HD perfume pictures that may satisfy you enough to convince you not to buy the photobooks.
