Tanned Cirno likely has enough power to match or even exceed Yuuka, and even in her normal state, she has immense natural talent to the point where she could give Marisa something of a hard time.
Yuuka would actually need to take things seriously against Tanned Cirno and take advantage of her far greater experience, but she's unlikely to really see Cirno as a genuine threat, and would end up on the back foot before realising that she lost the advantage and needs to make an actual effort, which could be her undoing.
And if Cirno wouldn't need to worry about her own power killing her, Yuuka would probably be completely outclassed.
