Rance is a son of a german woman and some unknown soviet solder(who probably was a tatar). His mother was continuously raped by the soviet soldiers during the soviet occupation of Eastern Germany and Rance was born as a result of that. Rance has a tatar blood in his veins.
And if he has a tatar blood in his veins, then it would explain everything. His brown hair and brown eyes, and his "wherever I am, I must also rape" attitude, since tatars were one of the biggest, notorious rapists throughout history.
Of course there is also a possibility that Rance is slav, but the tatar theory seems to be more fitting in this case.
