According to pixiv data in 2016 Reimu & Sanae have the most porn pictures, followed by Sakuya, Remilia and Flandre.
But that's just because there is a shitton of th6 pictures. And some of them are lewd.
If, however, you start measuring lewd to not-lewd ratio (A chance that a random picture of a given character will be porn) you will get a different picture.
Kasen on the first place, followed by Luna Child, Byakuren, Hatate and Sanae.
