Corruption is at all levels there and ingrained into the very CULTURE. It's hard to change that way of thinking. Officials think that getting a fuckton of gifts and shit is simply something that comes along with the job. It's their 权. Shit only really gets done if you know someone (have 关系). Unfortunatly alot of common people have resigned themselves and tacitly accepted this. Thank Confucian doctrine preaching being meek/quiet/obedient pussies and very long Imperial rule. Ironically Mao tried to get that shit out of the people's system (one of the 'olds' to be destroyed - old way of thinking) but he didn't quite succeed. Alot more people have to seriously take action and refuse to accept this shit before anything changes. Until then corruption is in the blood. /rant
