I get the impression that you're thinking in terms of Hollywood blockbusters, where "a story where the whole cast plays a meaningful role" means that they all do their part to punch the villain during the ebin climax or something.
Higurashi forms a cohesive whole. different chapters focus on different characters, and they do a good job of fleshing out the world and its themes in a holistic way. it doesn't matter that Keiichi steps aside for a bit for Matsuri.

was the question, and the answer is Higurashi. Matsuri is the concluding chapter of that story, not a stand-alone, and the final battle isn't actually that important thematically.
