They didn't, really. The market was untapped, but was experiencing a boom that was bringing in a huge demand for new and innovative content, and there wasn't any agency managing multiple vtubers yet at the time (BaraKaren folded before the boom and before adding any more vtubers so they don't count), but it was bound to happen sooner or later. They just got extremely lucky with Mito which catapulted their success, although that's not to say they haven't made mistakes either.

Their true success comes from focusing on livestreams, they correctly assumed that instead of doing traditional "Youtuber" content like Ai-chan, going for a more "twitch" style setup would work better for popularity and revenues. This was even confirmed by Akari's livestream, where she did literally nothing but make small talk for an hour and was rolling in huge amounts of money simply because it was new in the scene, no other vtuber had attempted livestreams like this before, so everyone wanted to be part of it and throw some money. Remember how immediately after the stream nips were calling her a "Virtual Cabaret"? Yeah.

Before you say >but the heavenly kings are at the top of the sub list!, while that's true remember how even Ai-chan complained about having trouble retaining viewers, less than 10% of her 2.2m subs actually keep up with her content nowadays which isn't much counting how rarely she releases a 10 min video and how much YT pays per view, while Mito's livestreams can easily hit tens of thousands live, the collab with Toya yesterday had 60k+ live, and donations fly like crazy during streams.

Even if you don't count that, her final viewcount for the streams are all on average above even Ai-chan's average viewcount. In a way, she's already devoured Oyabun, she only lacks the /outside/ appearance of popularity, despite being the one everyone talks about the most.

And the final piece of evidence are the revenue charts for the vtubers, I'm sure one of you guys still have it, it proves streaming>videos and those who stream make BIG money, Rin's alone is insane and she's like....#3 IIRC.

Let's be honest here, despite upd8 and Ai-chan being at the top, the only real contender is Nijisanji's umbrella group, and Ai-chan's only reason for being Oyabun is because she was first, gaijin weebs ate up the "le anime youtuber xDDD" meme and still form the majority of her sub base, if she debuted today she wouldn't last long much less prove any competition for Nijisanji
