Actually wolves are quite shy and avoid contact with people. In fact, they avoid people to the point that they leave their pups behind and hide if humans come near the den. Wolves really only attack people if they are starved, sick or otherwise desperate, and still generally only go for lone humans that they can relatively easily overpower, like small children.

Wolves are smart. They know a lot of humans don't like them, and if they kill one it only means more will come for them and make life miserable.

If nothing else, that special way between those two rival captains before JAG went from bad to worse.
