I think you're on the money. Not wanting to sound condescending, but I think one of the big appeals of Kanata is her talking and that probably filters the majority of the fans, so there isn't much to talk about besides her singing and pity talk like the other anon said.. She's not particularly good at reacting to games, she sucks at playing them too, she turns into a statue if there are more than two holos with her, not to mention her interactions with other holos tend to happen under a thick layer of politeness. To me some of her best content comes when she's just casually chatting away. I'm not sure if most of her western fans would even enjoy her talking if they could understand it, but as far as the nip fanbase is concerned, it's pretty clear they love it. Speaking of nips, another thing that seems to be considered a big charm point for them is the very idol-like "watching close as she works hard and improves" side of things, which is also something I think a lot of people aren't really looking for in the west, even though the tenshibros I've seen here seem to feel that way towards her, too.
