Shikigami are invisible spirits which are summoned and bound to something (i.e. "Installed"), in this case a fox. This shikigami is Ran.
Shikigami will then act in accordance with the order (i.e. "Programming") given. In this case, it's a pretty simple one: "carry out Yukari's orders."

He probably would have caused less confusion among western audiences if he just went with the regular explanation and said "figure it out."
