Mio was out for a week with a high fever. When she came back one of the listeners asked her what the plan was supposed to be because they weren't being given any instructions beyond "level the ground" and Matsuri allegedly said there was some kind of strategy meeting (in place of having actually gotten started on something) and Mio said she had no idea and hadn't heard about anything like that. So yeah, Subaru was the only one who did anything because Mio was sick and Matsuri apparently didn't care. Mio spent most of her one stream trying to work on something trying not to cry because the other Hololive people told her she needed to work on it.

Not like you can verify any of this outside of where people have previously talked about it because the stream is stuck in private forever.
