Nope, 100 percent real. It's third from the left in this article from 1993, front view showing how the straps come down, and the two right of it are variations from the same school and blazer sometimes worn with this type. Sort of like the Evangelion uniform in front.

It's a famous uniform so there are cheap copies available online, which you may have run into.
