I think it's very well known that children with shitty parents become shitty parents themselves. Even with the best intentions to be better, those parents often fumble hard because they just have no template to mimic, so they make it up as they go. Still, in regard to her character, I find her frustrations and recourse natural and her hard front appealing because it's not a malice towards Maria, but just an inability to direct herself even though she isn't aware of this herself. In the ending act of chapter 2, she fights doggedly for gold and Maria, and it takes time for her to process that she has to choose one and ultimately she comes to her right pick. She might beat Maria a bit, but she loves her. She's fine with Maria spending the night sleeping with her instead of taking the chance to leave her off with the cousins until they volunteered to have Maria over to sleep and Maria requested as well.
It should also be noted, that Rosa is badass as fuck.
