From my field notes, I think 'goblin' is often used to describe a girl who's usually slight/petite in stature and has had some noticeable or 'uncanny valley' plastic surgery. The intended target of the insult may or may not have the unnaturally pointed/defined features typically associated with the latter but softer actresses tend to be exempt from being referred to as a 'goblin'.
