It works like the following:
99% of rape cases happen among people you know. Someone gets intoxicated, a man she knows takes advantage of her, and she feels uncomfortable making a fuss and telling people he raped her; she can't come clear with the fact that this guy she's known for a while just did that to her without even giving a fuck; she convinces herself that it's somehow OK.
The false rape allegations are the polar opposite, where a woman gets a furious hate for a man for some reason, and uses rape allegations to ruin his reputation.

So there's nothing weird about the fact that rape is both under-reported, and that often there are false allegations. By the way I wonder about that ridiculous 40% figure you have there; are those *proven* false allegations, or allegations that were dismissed because there wasn't enough proof? I'm almost sure it's the latter and you're twisting facts.
