I started with IN. I certainly don't regret it.
Now my favorite game. Oh, the nostalgia...

Most people will tell you to start with Perfect Cherry Blossom or Embodiment of the Scarlet Devil. I recommend IN, but you can choose whatever you want.

I think I'll play it again tonight.
