Except Bourei can only be the spirits of humans, at least according to one of the art books (I can't recall which at the moment). Yuyuko had the ability to invoke death, but she was still human.
So, yeah, Mima's probably an Onryou or something like that. Like Sadako. Only she's also a magician, which makes her even more dangerous.

I actually have this theory, though-- Mima might not be your run-of-the-mill onyrou. She could be the guardian spirit/deity of Hakurei Shrine. She's not the god of the shrine, per se, but rather the one that watches over the Hakurei line.
Think about it-- when did Reimu start taking incidents seriously? Disregarding HRtP, it was because Mima started attacking the shrine. But what if Mima was simply testing Reimu? What if she was attempting to make Reimu get off of her lazy ass and actually do her job?
Also, for an evil spirit that claims to hate the Hakurei, she certainly knows a lot about them. She even knows the true functions of the Hakurei Yin-Yang orbs. Yes, it could be said that she was merely researching her enemies... but what if even that is just a cover?

Well, it's still a theory, but I think it's pretty interesting.
