It is, but make no mistake. It still mixes things up, though not as badly as it used to and the frequency is about 1 in 20 gens in my experience. Getting three or more is a challenge still and fucks up a lot more, sometimes it just duplicates characters and mixes their characteristics up on top of that. Though a trick you can do is just use the in-painting tools which they finally built in, and mask one of the duplicate characters and reduce the prompt down to just the desired character.
Pic on the left was the original, pic on the right was with the rightmost Yukari duplicate masked, and the prompt was adjusted to just be Reimu and make her annoyed to be there. Otherwise minimal effort prompt.

I just used {1girl}, {{[character name], touhou}}, {{{artist:[artist name]}}}, {[artist name]} as a basis for everything, maybe some things like "eating a burger" or "sitting" to give them some activity.
No undesired content and otherwise default settings. My testing method was minimal effort of typing in artist name, cross reference output with actual artwork, throw in a couple extra tags to push it in that direction (if needed) and move on to the next.
