The magic meta plot is not important at all, it's simply a lame excuse for ryukishi to use a frame narrative. Each murder story is a different possibility of what happened, and the meta world is just a meta discussion of them and the theories surrounding them. Witches did not literally come to Yasu and turn them into a witch, and Bern never appeared in front of Ange on the building and magic her away. You simply have an inflated view of Ryukishi.
