There's a simple rule of thumb when it comes to double translations in the VN translation community (which is pretty much the opposite of how it goes among fansubbers): If a game has a translation, it will not be retranslated, and if a game is being translated, there will be no other translation projects for it.
While translating an anime episode can be done in a couple of hours, VN translation is a process that takes months. It would be a huge waste of time to translate that which is already translated or being translated, so nobody ever does it. (I only know of three exceptions in the entire history of the community to this rule of thumb.)

This, in combination with incompetent translators and "translators", was the reason Air still remains untranslated. At any point in time, it was always being translated by some incompetent group of newbies (who were either machine translating or hugely underestimated the amount of work involved) who refused to formally drop it despite making no serious progress; whenever it finally was dropped, it was immediately picked up again by another incompetent group. This repeated for years until finally Edger (someone who's translated VNs before) started translating it, though the curse struck again and even Edger dropped out (retiring from VN translation due to marriage, IIRC) and editor Sheeta (from Amaterasu Translations, somehow also does editing work for lots of other projects) took over as translator. I'm pretty sure Sheeta will finish it this time; if even Sheeta can't do it, then Air is truly cursed.
