Yes, but you get more ways to roll -1 or 3 for every shift value.
So it starts with 5.05% because every ship has an equal chance at first.
Then the chance increases as you shift more rolls to that 3 Taihou from the later ships, also you get a slight more chance at shift=44 because there is the next Taihou.
The Taihou at the 53rd place does not change the chance as there is a check "if (shift_roll > 50) {shift_roll = 50;}", its chance is aready shifted after 50.

Is this right?
By the way the Vita game uses C# and the browser game server is written in PHP (you could see the PHP error messages in the api responses when you got error cats some time ago), they might have implemented it differently.
Maybe you can even roll the first ship in the browser game.
