Hecatia is the beloved and only daughter of Perses and Asteria, the most beloved caretaker and aunt of the Gods, has dominion over the earth, seas, and skies, can freely travel between the mortal realm and the land of the dead, can bless mortals with good luck and prosperity, can take aforementioned blessings away. In fact, Hecatia was so great, she was often identified with several other goddesses. She also never gets laid or has any consorts and is iconographically depict as an unmarried girl doing unmarried girl things. Ancient Greeks would also basically send their own bad vibes her way at the end of each month by sacrificing dogs to her, bringing away pollution from them and letting Hecate take to the otherworld

In Touhou Hecatia has access to the mundane, outside world, and with a history like that, I can understand why she would dress a little tubmlrlike if she could
