In the movie 2 of the wishes Jafar made were

I can see them being based on that rather than just Jafar, and their designs taking clues on the Sultan for Kalim and Jafar itself for Jamil.
No idea about Silver they could had played him as the needle but instead he's a combo of Aurora and Prince Philip.
