I'm not sure I quite got your question, so I ask again if I don't answer it.

Kotomine is a warped human who sees suffering as pleasure. For his whole life, he's tried to be a good human being and failed because he was born with a completely different perspective of value.

Kotomine's arguement is not that Angra Mainyu won't be evil. It's more like he wants it to be born because he sympathizes with it, for being hated and evil but still trying to find living existence.

Of course, as fundamental evil, it definitely would do as much evil as it could if released.
