I imagine it would be Shion and Rika, I can only think of a few times where they're even shown talking to each other, outside of a certain scene in Meakashi...

To be fair, Keiichi was pretty against the whole "destined to happen" thing from the beginning when he changed shit at the games store and surprised Rika. That's one of his big speeches.

And eventually Rika became more and more bitter and jaded towards that world, to the point where she was basically hostile to the gang leading up to them visiting the CWS.
