Although the costume itself came from the Touhou Tag Dream manga, it's not super popular. The reason why it seems that way is because there is someone out there that makes dozens of Pixiv and Skeb commissions that depict Kaguya wearing that costume, often while either doing lewd poses or having sex with guys.

You can tell by the fact that all of these commissions specifically request the artist to depict Kaguya WITHOUT her wrestling outfit's boots, thighhighs, garter belts, or arm wraps. A few artists may accidentally draw her wearing one or more of these accessories, but those are exceptions.

That's how you can tell it was commissioned by a single person.
