Eua explicitly says that watching all of Rika's loops would take a hundred years, which is also the length Rika and Hanyuu always mentioned in the original. And since we know that Rika's loops used to last years, with the earliest known point happening in kindergarten, we can safely assume that Satoko watched all the parts that happened prior to 1983, too, so she would know all about Akasaka.
Plus, she watched and lived through Matsuribayashi, so she would've witnessed him explain himself there, too.
