What the fug is the kanji at the top-left here?

I can't tell what's going on at the top-left of the character because it's been overwritten by the border of the panel. The radicals at the top-right of it look like 𠂉 + 用, but according to Jisho's radical search, there is no kanji with those two radicals. The results for 用 + 土 turn up only two kanji which look nothing like it. Searching 𠂉 + 土 turned up 塰 which I thought could be it, but it turns out that's a really obscure kanji which is seemingly not even used to write anything besides a few surnames.
