This reminded me of some messed up video I watched years ago. I don't think It's the one you're talking about because the one I saw looked much older than 2009.

I can't remember where I watched it. It was only one clip that was a couple of minutes long if that. It was filmed outside. I think they were on a playground surrounded by Japanese apartment buildings. All you could see was a close-up of a woman's face who I think had similar hair to Junko and an apartment building in the background.
The reason I think she was in a playground is because it looked like she was tied to the weighed-down side of a seesaw as it looked like her body was elevated by her feet downwards.

In the video, you see some clear fluid poured on her face then briefly a lit lighter comes into view then her face erupted into flame. She immediately starts screaming though I'm pretty sure there was no sound or I watched it on mute. She must have been strapped down petty good because despite her struggle her body didn't move at all and her face was always in the frame. Eventually, the fire died down and you see her swollen red face and her tongue making weird movements while she was foaming at the mouth. I've seen some sick stuff but that one really stuck with me.
