Long story short is that he works for g-angle records, who are both the distributors and producers of their music. "bucho" is Japanese for manager in that context, his real name is Akira Kanzaki.

The girls were drafted into g-angle records around the time of their graduation from their previous group, usausa少女倶楽部 (usa usa girl's club)

Akira had his own group, unrelated to g-angle, called Akiradeath that was part of the Japanese digital hardcore scene. He also lent his vocals to other producers. he's still a part of that scene when he's not Bucho.

So you could see how the two opposite styles came out sounding like Death Rabbits. The reason why he kept the whole riot gear aesthetic and mask on was because at first his character was about waging war on bad music, so they had the whole Death Rabbits Army thing going on.

Anyways over time his character as Bucho was less the center as the girls got older and more of a supportive role, and he also became more of a funny joke as the smelly old man that no one likes and always gets bullied by the girls. He's quite good as a comedian even though that's not really his job. They had a radio show where he would always crack jokes and keep the conversations flowing and he also has the bonus tracks on their single CDs where he impersonates all the girls - and they still manage to bully him on there as well.
