I'd recommend making your account and setting up a payment method on the Gift site as soon as you get your Tenso address. Not only for the sake of being able to enter the address without any time pressure that could lead to making a mistake, but also because Gift is supposedly funny with foreign payment methods. So it'd give you time to find one that works in case your card is declined (IIRC they do a verification charge of 1 cent).

So how does Gift actually charge? Their site says 2-3 weeks before shipping, but I've already had the money taken out.
