Latest is 0.9.6.9. See pic for how to add to the context menu.

To reload tags you can also go to file properties and click the tools button at the lower left corner of the window.

As a last resort, there's also a foobar plugin that can fix metadata charsets. It can easily fuck up the tags even worse though. Use charset 932, and make sure everything looks right in the preview before applying it.
