I'm thinking that's exactly what went down. Tenshi's primary concern was just showing off, and likely deferred to Shion to pick out what would be suitable for a "heavenly feast". Between Shion's low standards and Tenshi's not giving a fuck, you get the shit-show of the first feast.

I would point out, however, that the fact that all it took was a little outside intervention from someone who actually knew what they were doing to put together a genuinely good meal and party, and that Tenshi was perfectly fine with said intervention when it was suggested shows that the two of them weren't making the first party bad on purpose. They just suck at catering.
