I'm running on 2 hours of sleep, I didn't see you already mentioned it's a 09.
I have no idea how that one compares to the rest, I'm waiting for mine to arrive atm, so I can check myself in a few weeks if there are any major differences.
But that still seems strange, since it's a newer head and most of them are bigger than older molds. Could there be a manufacturing issue?
You should contact Volks about it before you attempt to make any changes to it to tighten it.

Does the wig itself fit on the head or is it also sliding off?
I own some looser wigs, but unless the dolls are doing a handstand, they don't come off on their own. Can you post a picture maybe, it might be easier to determine what the problem is that way.
