Since Ooishi wasn't injected and Keiichi was clearly Satoko's focus that arc, he'd be the only suitable target for H173 if Satoko wanted to cause a tragedy. Assuming Satoko knew Keiichi would go L5 in less than a day (as he did in Neko-4), Satoko's best opportunity would be to inject him before going to the festival.
Assuming she didn't know about Keiichi's condition, she could have still given him the bat before or during the festival then wait up to a week for him to cause a tragedy.
Unless Keiichi was already at L3 at the house already and Satoko wanted to make him go insta-L5, though that might make Keiichi do something unexpected instead of causing a tragedy at the festival.
