Those universes are just possibilities and don't truly "exist" until someone experiences them. Rika and Hanyuu can only reach worlds that are all exactly the same as their original world up until the two weeks before the festival, because they are kind of time-travelling except through alternate universes.

Since they are apparently the only beings capable of travelling through the infinite sea of possibilities, they are the only ones that can turn those "possible" worlds into REAL parallel worlds that truly exist.

It's "possible" for Takano to die in a car accident during the previous year or something, but a world like that doesn't truly exist in the multiverse and never will, because Hanyuu is incapable of taking Rika that far back.

Takano has planned for almost every possible thing that could go wrong. Even the worst sort of bad luck can't really fuck it up, she made sure of that.

The whole idea is that Hanyuu keeps "going back" to slightly different parallel worlds to try again, making them real in the process (as opposed to "possible"). But the fate that Takano has planned for is so firm and so hard to mess up that it happens in every single world Hanyuu can reach. She has a limit and can't just take Rika to a completely different world where Takano was raised differently or Rika's family moved out of town when she was a baby.

Without a witch to experience them at least once, any of the endless parallel worlds is just a world that had the chance to exist but never did.

As for the Umineko gameboards, they are fiction written by an author within a single kakera, but the events portrayed in each gameboard COULD have happened exactly the same way in the real world, as one of the endless results of Yasu's roulette. So, while they are fictional stories in Ange's world, they exist as possible parallel worlds. And since a bunch of witches have actually played around with the gameboard in the meta, all the things portrayed in the gameboards are actual events that the family experienced in several alternate universes. They have become real thanks to the witches experiencing them as stories from the MC's point of view. They are just as real as Ange's world now.
