People in a crisis want cash on hand, so they cashed in their foreign investments and converted it all to yen. They do this out of fears of inflation ($20 bottles of water, $50 iodine tablets) and to have cash on hand for rebuilding. This causes the value of their currency to spike suddenly.

The government said they would step in if the yen rose too quickly because it could cripple their exports. Immediately after the quake (and before the Tsunami hit) the Japanese government warned the world that the yen would spike.
