Evidently, tribals are the best suited "outsiders" (though seeing as they seem to live in such close proximity to supernatural entities anyway, it's dubious whether "outsider" is the proper term to describe them) to surving in Gensokyo outside of the Human Village. They're already superstitious and have a rough understanding on how Youkai work, know about wards and ancestral weapons, and like Gensokian humans, are honed to be at the tip of physical strength. They could easily go toe to toe with lesser youkai and exterminate them by shrinking their heads. They'd be the perfect thing for Yukari to send over in order to remind the Youkai to not be so complacent if needed.
