There are a gazillion vending machines everywhere (literally 3 within 100ft of my apartment) and I swear only once or twice have I ever seen someone actually refilling any machine anywhere.
So clearly it is done by an elite team of shinobi, and they can probably change all the prices in seconds.

Though I’m fairly sure the ones with “digital” prices like pic and >>41613168 (which most are going to) can be adjusted remotely, as they have cellular data connections. They can also automatically send a message to the police with location info if sensors detect someone is trying to tamper or break into it.

But seriously, even if I’m out walking around all night, I never see these things being refilled.
