I think the explanation is that her "real" wings function as a heat sink and have ice crystals form over them, which gives them the appearance of being made of ice. Thus, while the wings themselves might be intangible, for most intents and purposes they're covered with solid ice unless something very wrong has happened to cause them to shatter or melt off.

Not sure about DDC: it could be that her lowermost wings are simply behind her back in-frame. Don't they all appear in her in-game sprite?
