There are lots of abandoned Soviet era AFVs around the world given their production numbers. So it makes sense that if any old tanks show up in gensokyo it would an rusty soviet war horse.

Pic related, this particular ISU-152 was used in Chornobyl as heavy earth moving equipment. Its thick armour gave its crew much better protection against the radiation than your average bulldozer. After the emergency was over it was too radioactive to remove from the zone so it was abandoned in a parking lot in Prypiat and has been resting there ever since.
