Because sadly, quality doesn't equal success. There's a reason why F/GO is Nasu's most financially successful and popular work while Mahoyo is unfinished and forgotten. People are generally drawn towards the lowest common denominator, which isn't a good, intricate story in the otaku sphere, but instead fapbait, waifus and flashy action. Easily digestable products.
That used to be of no significant relevance to ryu07 when we look at his history of controversial and niche releases over the past decade, but this time seems to be over. Who knows what happened - perhaps he simply accepted that no story could ever surpass Umineko and resigned himself to writing for money from now on, or a higher-up of 07th Expansion married into a jewish family and put pressure on him.
