The fact they constantly provoke and fight one another is one of the best parts of Gensokyo. Ultimately we see from the endings that it isn't too personal and the mature youkai will happily have a drink and joke about it afterwards, but for the most part they all just have a natural rivalry. Youkai have always been that way as beings of superstition often born from human feelings.

End of the day, Reimu beats up youkai because she's expected to keep them in line... well, ok she's rather keen to do so sometimes and lax at others, but a fight can always be started because Reimu is the shrine maiden and the youkai are monsters probably up to no good.
