I tried my best to unlock the 4th fleet as quickly as possible to start hoarding resources, but 5 days later I'm starting to think it's really too late to hoard enough to be effective, and maybe I'm better off staying under the cap (it's 15.2k now right) and spending resources on grinding levels and equipment instead.
