Autumn Marisa is the best in my opinion.

Good ol' Marisa laser + very long master spark + the autmun gimmick that when activated lets marisa run across the whole screen clearing so many danmaku, and since it's so easy to ram into many danmaku this way the bar recharges very fast. You can pretty much cheese most spell cards too.
