Westley Allan Dodd, raped and murdered three kids, and was caught in the process of kidnapping his 4th victim, who he built a torture rack for and planned to castrate. He told the police and the courts that he'd do anything to rape and kill again and had previously molested over 70 children, only to keep catching breaks from the system each and every time he was arrested.
