Yeah, it's obvious she takes a bit of her character from there. However, her origin is of a normal Touhou tsukumogami; in fact, she might be the most normal tsukumogami in Touhou. After acquiring her freedom as an umbrella monster, it's likely that she learned of the existence of similar youkai and so "integrated" it into her existence. Gods are mentioned as easily being able to change their nature; but tsukumogami seem to generally be grouped among youkai, and youkai are stated to be unable to change their nature out of their own voltion.
This leaves two options:
1) Tsukumogamis share the easiness of switching nature with gods
2) Because the legend of Ippon Datara was already closely connected to forms similar to Kogasa, she could easily absorb these characteristics.
