It's really not finished in this case, it still lacks basic features on vocaloid and crashes frequently because they didn't even have time for debugging stuff (which is why it's called a prototype). Until they can get even the basic finished, they won't be able to do deeper work on the engine/voicebank;

The difference now is that with vocaloid any problem could only be fixed with a new major version (for example from Vocaloid 2 to 3), now they can fix things any time and keep sending patches until it works well in every case, even after the full release.
