R07 doesn't write the entire script of Reiwa though. Just like Gou/Sotsu, he just gave the base plotline. There's a reason Natsumi Kei calls herself the "author". Heck, look at this profile for Tamaki where half of it hasn't really been reflected in the story at all (strong sense of justice causing problems while ignoring other people's thoughts, seeing herself as inheriting the position of leader of the 3 families and Hinamizawa in general).

Well, when the story ends without confirming your ship (you know, the same story where R07 already addressed how it'd be unfair to pair up a couple among the club member and leave others outside, so no one paired up with no one), you'll use that to dismiss it just like how you've done to Gou/Sotsu and Gou/Meguri.

I mean, the dumb pairing choices are all on R07 apparently, and he also designed the children, but we don't know much about his involvement beyond that. His bio for Tamaki is rather off compared to the full story, the school staff is now known to be creations of Natsumi Kei and she just asked R07 who he'd prefer, there were minor divergences between Hoshi and the other arcs which point to the manga artists handling the actual final script at least.

In addition to that, Natsumi Kei has referenced herself (and been referenced in news articles) as the manga's author (作者).
